Purwokerto – Rektor Universitas Jenderal Soedirman (UNSOED), Prof. Dr. Ir. Akhmad Sodiq, M.Sc.Agr., IPU., ASEAN Eng., secara resmi membuka The 9th Biennial Scientific Meeting (BSM) Indonesian Health Economics Association (INAHEA) 2026 yang diselenggarakan pada 24–25 Juli 2026 di Fakultas Ilmu-Ilmu Kesehatan (FIKes) Universitas Jenderal Soedirman. Mengusung tema “From Evidence to Action: Digitalization for Efficiency, Resilience, and Sustainability in Health Systems”, konferensi ilmiah dua tahunan ini menjadi forum nasional yang mempertemukan akademisi, peneliti, praktisi kesehatan, pemerintah, organisasi profesi, dan mitra pembangunan untuk mendiskusikan berbagai strategi penguatan sistem kesehatan Indonesia melalui pendekatan ekonomi kesehatan, transformasi digital, serta kebijakan berbasis bukti.
Pembukaan konferensi diawali dengan sambutan Dekan Fakultas Ilmu-Ilmu Kesehatan UNSOED, Prof. Dr.sc.hum. Budi Aji, S.K.M., M.Sc., yang menyampaikan komitmen FIKes UNSOED dalam mendukung pengembangan riset dan kolaborasi di bidang ekonomi kesehatan. Sambutan berikutnya disampaikan oleh Ketua Indonesian Health Economics Association (InaHEA), Prof. dr. Hasbullah Thabrany, M.P.H., Dr.P.H., yang menegaskan pentingnya pemanfaatan bukti ilmiah sebagai dasar pengambilan kebijakan kesehatan di Indonesia. Acara kemudian dibuka secara resmi oleh Rektor UNSOED, ditandai dengan digital opening ceremony, pemutaran video konferensi, dan penampilan seni budaya Tari Lengger Ngerong sebagai representasi kearifan lokal Banyumas.

Dalam sambutannya, Prof. Dr. Ir. Akhmad Sodiq menyampaikan bahwa penyelenggaraan BSM INAHEA 2026 merupakan kehormatan sekaligus bentuk komitmen Universitas Jenderal Soedirman untuk berkontribusi dalam pengembangan ilmu pengetahuan dan penyusunan kebijakan kesehatan nasional. Menurutnya, kolaborasi antara perguruan tinggi, pemerintah, organisasi profesi, dan pemangku kepentingan lainnya menjadi kunci dalam menghadapi tantangan transformasi sistem kesehatan yang semakin kompleks di era digital.
Konferensi menghadirkan rangkaian keynote speech, empat plenary session, empat special session, serta oral presentation yang membahas berbagai isu strategis dalam penguatan sistem kesehatan Indonesia. Topik yang diangkat meliputi transformasi pelayanan kesehatan primer, pembiayaan kesehatan, strategic purchasing dalam Jaminan Kesehatan Nasional (JKN), farmakoekonomi, Health Technology Assessment (HTA), penguatan sistem pembayaran berbasis kinerja, hingga transformasi digital kesehatan melalui implementasi SATUSEHAT dan pemanfaatan Artificial Intelligence (AI) dalam pelayanan kesehatan.
Pada sesi keynote, peserta memperoleh perspektif mengenai arah kebijakan transformasi sistem kesehatan Indonesia dari Prof. Asnawi Abdullah, Ph.D. (Kepala Badan Kebijakan Pembangunan Kesehatan, Kementerian Kesehatan RI) yang membahas integrasi digital dan masa depan pelayanan kesehatan primer, serta dr. Jusi Febrianto, M.P.H., Ketua Adinkes Provinsi Jawa Tengah sekaligus Kepala Dinas Kesehatan Kabupaten Purbalingga, yang memaparkan pentingnya inovasi kesehatan digital dalam memperkuat sistem kesehatan daerah.
Diskusi berlanjut melalui empat sesi pleno yang menghadirkan para pakar dari Kementerian Kesehatan, BPJS Kesehatan, Universitas Indonesia, Universitas Gadjah Mada, Universitas Airlangga, serta Universitas Jenderal Soedirman. Berbagai isu strategis dibahas, mulai dari penguatan pelayanan kesehatan primer, reformasi sistem pembayaran dalam JKN, harmonisasi asuransi kesehatan sosial dan swasta, hingga kebijakan obat yang efisien dan berkeadilan melalui pendekatan farmakoekonomi dan Health Technology Assessment (HTA).




Selain sesi pleno, peserta juga mengikuti empat special session yang mengangkat tema-tema aktual, seperti beban penyakit dengue dan adopsi teknologi kesehatan, penguatan sistem pembayaran berbasis kinerja dalam JKN, implementasi Integrated Primary Care (ILP) dan Cek Kesehatan Gratis (CKG), penanganan HIV di layanan primer, hingga transformasi digital kesehatan nasional dan pemanfaatan Agentic Artificial Intelligence dalam pelayanan kesehatan masa depan.
Sebagai forum ilmiah, BSM INAHEA 2026 juga menjadi wadah diseminasi hasil penelitian melalui sesi oral presentation yang diikuti peneliti, dosen, mahasiswa, dan praktisi dari berbagai perguruan tinggi serta institusi kesehatan di Indonesia. Sesi ini memberikan ruang bagi peserta untuk mempresentasikan hasil penelitian, memperoleh masukan dari para pakar, serta membangun jejaring kolaborasi penelitian di bidang ekonomi kesehatan dan kebijakan kesehatan.
Menutup rangkaian kegiatan, panitia memberikan penghargaan kepada Best Oral Presenter sebagai bentuk apresiasi terhadap kualitas karya ilmiah yang dipresentasikan. Konferensi kemudian ditutup oleh Dekan Fakultas Ilmu-Ilmu Kesehatan Universitas Jenderal Soedirman, yang berharap BSM INAHEA 2026 dapat menghasilkan rekomendasi kebijakan berbasis bukti serta memperkuat jejaring kolaborasi nasional dalam mendukung transformasi sistem kesehatan Indonesia menuju sistem yang lebih efisien, tangguh, adil, dan berkelanjutan.

Our website implements the ARIA attributes (Accessible Rich Internet Applications) technique, alongside various different behavioral changes, to ensure blind users visiting with screen-readers are able to read, comprehend, and enjoy the website’s functions. As soon as a user with a screen-reader enters your site, they immediately receive a prompt to enter the Screen-Reader Profile so they can browse and operate your site effectively. Here’s how our website covers some of the most important screen-reader requirements, alongside console screenshots of code examples:
Screen-reader optimization: we run a background process that learns the website’s components from top to bottom, to ensure ongoing compliance even when updating the website. In this process, we provide screen-readers with meaningful data using the ARIA set of attributes. For example, we provide accurate form labels; descriptions for actionable icons (social media icons, search icons, cart icons, etc.); validation guidance for form inputs; element roles such as buttons, menus, modal dialogues (popups), and others. Additionally, the background process scans all of the website’s images and provides an accurate and meaningful image-object-recognition-based description as an ALT (alternate text) tag for images that are not described. It will also extract texts that are embedded within the image, using an OCR (optical character recognition) technology. To turn on screen-reader adjustments at any time, users need only to press the Alt+1 keyboard combination. Screen-reader users also get automatic announcements to turn the Screen-reader mode on as soon as they enter the website.
These adjustments are compatible with all popular screen readers, including JAWS and NVDA.
Keyboard navigation optimization: The background process also adjusts the website’s HTML, and adds various behaviors using JavaScript code to make the website operable by the keyboard. This includes the ability to navigate the website using the Tab and Shift+Tab keys, operate dropdowns with the arrow keys, close them with Esc, trigger buttons and links using the Enter key, navigate between radio and checkbox elements using the arrow keys, and fill them in with the Spacebar or Enter key.Additionally, keyboard users will find quick-navigation and content-skip menus, available at any time by clicking Alt+1, or as the first elements of the site while navigating with the keyboard. The background process also handles triggered popups by moving the keyboard focus towards them as soon as they appear, and not allow the focus drift outside of it.
Users can also use shortcuts such as “M” (menus), “H” (headings), “F” (forms), “B” (buttons), and “G” (graphics) to jump to specific elements.
We aim to support the widest array of browsers and assistive technologies as possible, so our users can choose the best fitting tools for them, with as few limitations as possible. Therefore, we have worked very hard to be able to support all major systems that comprise over 95% of the user market share including Google Chrome, Mozilla Firefox, Apple Safari, Opera and Microsoft Edge, JAWS and NVDA (screen readers), both for Windows and for MAC users.
